It is possible to apply for funding for various development projects from different sources, and the implementers of development projects can include municipalities, educational institutions, third sector actors, and companies.
Structural Funds
The goal of regional and structural policy is to balance development and welfare disparities between regions and ensure sustainable growth and competitiveness for the European Union and its member states. The regional and structural policy programming period 2021–2027 brings significant resources to achieve Finland’s long-term growth and renewal goals.
The program aims to renew the economic structure of regions, improve employment and skills, and increase inclusion. Funding comes from three complementary funds: the European Social Fund (ESF+), the European Regional Development Fund (ERDF), and the Just Transition Fund (JTF).
The ELY Centre and the Regional Council (Kainuu Regional Council) act as intermediaries in granting structural fund resources for development projects. Additionally, the ELY Centre has various business subsidies, and the Kainuu Regional Council can grant national funding. Finnish National Agency for Education (OPH)
The Finnish National Agency for Education supports educational development projects with state grants and promotes the internationalization of Finnish society with internationalization funding. OPH supports municipal education and cultural services through the state subsidy system.

Service Centre for Continuous Learning and Employment
The goal of the Service Centre for Continuous Learning and Employment (Jotpa) is to promote the development of skills among the working-age population and ensure the availability of skilled labor. Jotpa funds the implementation of skills services through procurements and state grants.
