Background information

The change is based on the objective of strengthening the responsibility of municipalities in employment services, as set out in the Government Programme in spring 2021. The parliament approved a bill on the reform of TE services on 1 March 2023, with responsibility for organising TE services being transferred from the state to municipalities from 1 January 2025.

Municipalities will be well placed to promote the rapid employment of job seekers when employment services, municipal education services, and business services are under the responsibility of the same organiser.

An essential part of the reform is a funding model that encourages municipalities to develop and provide efficient services.

The municipal employment trials started on 1 March 2021 and will end at the end of 2024. With the reform, private customers of the municipal employment trials will also automatically become customers of the new employment authorities.
