Researcher services and permits
The application for the use of confidential register data for statistical purposes, scientific research or authorities’ planning work is meant for researchers and research institutes.
In addition to identifying the requested material, the application must indicate the name of the research, statistics or clarification task as well as the party responsible for the compilation and their contact details. Information on the processing and disposal of data must also be provided.
Filling in the application form requires strong identification.
A fee of EUR 52/hour is charged for retrieving information referred to in section 34, sub-section 2 of the Act on the Openness of Government Activities. The pricing is based on the Act on Criteria for Charges Payable to the State and the KEHA Centre’s related decision on the price of chargeable services. If an external application provider has to be used to retrieve the information, you will be charged the costs as separately agreed.
No fee shall be charged for the international disclosure of information and publications and for the national disclosure of information for research or educational purposes if the free price is based on reciprocity, or a general international or national practice, and the use is in accordance with the terms of use specified by the KEHA Centre.
After a research permit has been granted, the request for data generation shall be sent by email to the KEHA Centre's registry at kirjaamo.keha@ely-keskus.fi. The registry shall also be notified of any changes in the boundary conditions related to the conduct of the research, such as personnel changes.
Due to the 2024 reform of TE services, the KEHA Centre will have a statutory task to assess and monitor the effectiveness and implementation of employment services. At the same time, the KEHA Centre’s research permit processes will updated in the direction of active researcher services. Going forward, the KEHA Centre will provide research institutes, research groups, researchers and thesis authors interested in its register data (Job Market Finland, Job Market Finland for Experts, URA system and the General Grant System) with services and support for the generation and interpretation of relevant and functional data.
