The Working capacity programme that promotes the employment and work capacity of persons with partial work capacity through various measures ends this spring along the end of the current government term. At the programme’s closing seminar, partial work capacity is approached extensively from the perspectives of social sustainability, inclusion and the service system. The event is held in February at Musiikkitalo in Helsinki (Helsinki Music Centre). The event can also be followed online.

The purpose of the Working capacity programme launched in 2019 is to contribute to the employment and work capacity of persons with partial work capacity by means of various sets of measures that support each other. The Working capacity programme is part of Sanna Marin’s Government’s employment measures, which aim at an employment rate of 75% by the middle of the decade. The Ministry of Economic Affairs and Employment is responsible for the Working capacity programme. The measures are implemented together with the Ministry of Social Affairs and Health.
At the Working capacity programme’s closing seminar, partial work capacity is approached from the perspectives of social sustainability, inclusion and the service system. The event is opened by Minister of Employment Tuula Haatainen. The programme is divided into three themes, each of which is opened with an expert’s speech and followed by a panel discussion.
The first theme discusses why the employment of persons with partial work capacity is important. The participants will go deeper into the topic by also considering the challenges and development areas related to the employment of persons with partial work capacity. The second theme draws attention to what employers need in order to enable the employment of persons with partial work capacity. Employer’s experiences concerning the hiring of people with partial work capacity will also be heard while consideration will be given to what kinds of things encourage employers to employ people with partial work capacity and what kind of changes are needed to make it happen more. The third theme highlights the service system, such as the cross-sectoral services needed by people with partial work capacity. This theme includes discussion on what the new wellbeing services counties and the transfer of TE services from the central government to municipalities mean from the perspective of people with partial work capacity.
Director General Hannu Mäkinen and Owal Group’s Senior Partner Olli Oosi will lead the participants of the seminar to the day’s themes. We will also hear a speech by Minister of Social Affairs and Health Hanna Sarkkinen, and the panellists will bring their own perspective to the discussions. The event is guaranteed to offer interesting and varying views on themes related to the employment of persons with partial work capacity.
The event is hosted by the reporter Nicklas Wancke.
