Requests for clarification related to unemployment security statements and their processing times

When you are an unemployed jobseeker, unemployment security financially ensures your ability to apply for work and improves your chances of entering or returning to the labour market. 

Register as a jobseeker and start your job search already on your first day of unemployment, so that you can apply for unemployment security right from the beginning of your unemployment.

The employment official will examine your right to unemployment security and issue a so-called labour policy statement to the payer of your unemployment security. Once the payer of your unemployment security has received the statement, they will decide on the payment of your unemployment security. Depending on your situation, the unemployment security will be paid by either an unemployment fund or Kela.

In some situations, the employment official cannot immediately make a decision on whether you are entitled to unemployment security, in which case the employment official will submit a request for clarification to you. The easiest way to respond to a request for clarification is to go to the E-services section of Job Market Finland.

The request for clarification is then forwarded to the Development and Administration Centre for ELY Centres (KEHA Centre). The KEHA Centre will issue a labour policy statement no later than 30 days after you have submitted your report and its appendices, or once the deadline for submitting the report has passed.
