The TE service pilots showed that individualized services facilitate the employment of those with partial working ability

The TE service pilots of the government's working ability programme, which lasted for two years, strengthened the competence of TE service experts regarding working ability issues.

The results of the pilots clearly show that a person with partial working ability needs personal support from TE service experts, and sufficient time must also be reserved for support measures.

Close cooperation with employers is also important. Recruitment becomes easier when employers receive sufficient individualized support and practical solutions for employment. Employers must also be supported in seeing those with partial working ability as a strategic choice in company recruitment and as one solution to the challenges of labour availability.

The experiences gained from the pilots should be used in the service procurement of TE services and ELY centres in the future. In procurement, people with partial working ability or those with specific working ability should be better considered as their own target group.
