Important information on the payment of discretionary expense allowance and changes in 2025
The TE Offices and the local government pilots can grant their personal customers discretionary expense allowance. The payment of this allowance has been managed by the KEHA Centre, but due to legislative changes, the payment will be transferred to the new employment authorities starting from the beginning of next year.
The payment of discretionary expense allowance has been delayed at the KEHA Centre due to the large number of applications. The number of applications increased suddenly as a result of Russia’s war of aggression against Ukraine and the ensuing refugee wave. Currently, there are approximately 30,000 applications in the processing queue, and it is predicted that an additional 16,000 new applications will be added by the end of the year. Most of the applications are paper-based, and transferring them to the new employment authorities will take several months.
The KEHA Centre will suspend the payment of discretionary expense allowance during the transition period to allow the new employment authorities to begin processing applications as smoothly as possible from January 1, 2025. Submitted applications will be recorded and transferred to the new employment authorities for processing based on the customer’s home or residence municipality. The customer will receive a receipt notification once the application has been taken into processing.
