A certificate of partial work ability benefits both the job seeker and the employer

The purpose of the certificate on partial work ability is to facilitate the employment of a job seeker with partial work ability and to reduce the employer's recruitment threshold.

When a job seeker with partial work ability is about to be employed by a large employer and submits a certificate of partial work ability to the employer, the risks associated with an employee's possible disability pension are reduced for the employer.  

A large employer refers to an employer insured by an employment pension company and whose payroll is more than two million euros per year. 

Job seeker, submit the certificate to your employer 

A certificate of your partial work ability makes it easier for you to find employment with a large employer.  

If you are a customer of TE services, you can submit a medical report or certificate to the TE Office or a local government trial on a disability or illness that affects your chances of employment. When you are about to be employed by a large employer, you will receive a certificate from the TE Office or a local government trial stating that you have been entered in the customer register of TE services as a job seeker with partial work ability. After this, you must submit the certificate to your employer. 

Employer, keep certificate for future reference 

If you are a large employer and you are hiring a person with partial work ability who is a job seeker at a TE Office or in a local government trial, your new employee must, at the beginning of the employment relationship, request a certificate from the TE Office or a local government trial stating that they have been entered in the customer register of TE services as a job seeker with partial work ability. After this, the person with partial work ability must deliver the certificate to you, and as an employer, you must keep the certificate. 

If an employee with partial work ability loses their work ability during the first five years of employment to the extent that they have to retire on disability pension, submit the certificate you have received from the employee to your employment pension insurance company so that the person's disability pension does not affect your employment pension contribution category.  

Your employment pension contribution category is defined by comparing your disability risk with the average risk. The calculation compares the amount of disability pensions previously granted to the average amount of employment pension contributions.
