One-Stop Guidance Center Visitor Statistics 2025
In 2025, a record number of new One-Stop Guidance Centers (Ohjaamo) were established, and approximately 215,000 visits by young people were recorded at Ohjaamo centers.
A total of 19 new One-Step Guidance Centers (Ohjaamo) were established in 2025, which is an exceptionally high number. This can be attributed, among other things, to the entry into force on 1 January 2025 of Section 16 of the so-called TYM Act (Act on the Multi-sectoral Promotion of Employment, 381/2023), concerning a joint service providing multi-sectoral support to promote young people's employment.
There were 121,000 individual consultations with young people, and 94,000 service contacts via group activities and events with young people. The total number of service contacts is estimated to have increased by approximately 4,000 compared with 2024. The increase in the number of Ohjaamos has been taken into account in this assessment. The largest increase is estimated to have occurred in the number of face-to-face individual consultations.
Young people typically used the services of Ohjaamo for matters related to employment and working life (36%), education and studies (31%), mental well-being (27%), unemployment (23%), financial matters (21%), and dealings with Kela, the Social Insurance Institution of Finland (20%). Young people using the services of Ohjaamot were primarily aged 18–24 (54%), while 23% were aged 25–29. Their highest completed qualification was most commonly a comprehensive school leaving certificate (25%), a vocational qualification (24%), or the matriculation examination (9%). At the time of their visit, the young people were primarily unemployed (51%) or students/subject to compulsory education (20%).

When interpreting the background information on young people, please note the relatively high proportion of “unknown” responses. This is explained by the fact that young people can use Ohjaamo services anonymously. One of the key principles guiding Ohjaamo operations is the provision of low-threshold services for young people, which includes the possibility of accessing services anonymously.
