Terms of use and quality guidelines for the job posting
The quality of job postings affects the users’ service experience and image of Job Market Finland. The purpose of these guidelines is to create uniform content requirements for job postings for open jobs that are published at Job Market Finland and to define the kinds of advertisements that are approved for publication at Job Market Finland as job postings.
Goals of this guideline
The purpose of this guideline is to create uniform content requirements for job postings for open jobs that are published at Job Market Finland and to define the kinds of advertisements that are approved for publication at Job Market Finland as job postings. The definitions that are laid down in this guideline for postings for open jobs also apply to job postings for jobs supported with pay subsidy, referral-only positions, and work try-outs.
Publishing channels
This guideline defines the requirements that apply to
- job postings imported to Job Market Finland through the Job Market’s import interface
- postings for jobs, jobs supported with pay subsidy, work try-outs, and referral-only positions created directly at Job Market Finland
- postings on open jobs that the employer has commissioned the employment official to publish at Job Market Finland.
Non-acceptable postings
The following are not published at Job Market Finland as open jobs:
- au-pair positions in Finland or abroad
- unpaid internships and volunteer jobs in Finland or abroad
- an unpaid traineeship or internship usually involves training for the work without creating an employment relationship
- paid traineeships are comparable to gainful employment when it comes to rights and obligations, therefore postings on such positions can be published.
- marketing/sales ads for offices
- advertisements for jobs that requirement the payment of a recruitment fee or programme fee in Finland or abroad
- network marketing advertisements, search/application advertisements for members, or other advertisements indicating a collection of a personal data register or similar
- marketing advertisements for invoicing co-operatives
- postings by third parties (excluding postings by the recruitment partner or temporary agency employer who is managing the employer’s job postings)
Employment authorities review and approve the following postings
These vacancies are not visible in open jobs at Job Market Finland:
- Jobs supported with a pay subsidy
- Referral-only positions
- Work try-outs
Quality criteria of job postings
The quality of published job postings at Job Market Finland influences the customer's service experience and their perception of Job Market Finland as an employment service. The quality criteria for job postings published at Job Market Finland are as follows:
- the subject line and job description must be precise and clear
- the skills required of the job seeker must be realistic and well-presented
- the provided information must be correct and reliable
- the information must be adequate and up to date
- job seekers must all be treated fairly and equally
- postings for sales or marketing roles must mention the product being sold or marketed
- the posting must include all the municipalities where the actual work is carried out
- if pay for the job is fully or partially commission-based, the job must always be marked as commission-based work
The same job posting may not be published multiple times simultaneously or consecutively to improve its visibility. This creates false impressions and affects the statistics on the number of open jobs.
Unacceptable content in postings
Job postings may only include specific information related to the job in question. This information does not include
- a description of the company in marketing style. The job posting is not an advertisement for the company.
- the job seeker's participation in raffles
- rewarding job seekers for writing an application etc.
- collecting participants or content for AI development;
Unlawful job postings
Please note that it is prohibited to look for applicants for unlawful work tasks. Unlawful tasks here refer to work that violates the legislation (e.g. the Criminal Code, the Occupational Safety and Health Act, the Employment Contracts Act, the Working Hours Act).
Please note that it is prohibited to look for applicants for work tasks in which it would be prohibited to hire the kind of applicant that is being sought. This refers to cases in which legislation imposes eligibility or disqualification requirements on the position.
These situations could be related to the occupational safety and health of minors. The Government Decree on Work Especially Harmful and Hazardous to Young Workers (475/2006) contains provisions on the conditions under which workers under the age of 18 may carry out work that is categorised as particularly harmful or hazardous to young workers. The decree also lists specific, particularly harmful work that young people under the age of 18 may not perform at all if the conditions laid down are not met. Work classified as hazardous to young people is listed in a separate decree issued by the Ministry of Social Affairs and Health (188/2012).
These situations could also be connected to statutory requirements on checking the worker’s criminal background (Act on checking the criminal background of persons working with children, 504/2002). A job posting must include the requirement for an extract of the applicant's criminal record, if the job in question includes work with children or young people and lasts over three months. This could also be related to professional qualification and permit requirements (e.g. working as an electrician or in the transport sector).
Access control of the service platform
The access control of Job Market Finland and compliance with its terms and conditions is solely the responsibility of the Employment, Administration and Development Agency (KEHA Centre). The KEHA Centre prepares the terms and conditions of the service platform and supervises its use as well as the compliance of the content published on the platform with the law and the terms of use.
The KEHA Centre may ask users of the service platform to remove content that violates the law or the terms of use from the user’s published content within a certain deadline If the user fails to comply with the request within the deadline, the KEHA Centre has the right to remove the content in question. If the user repeatedly publishes content on the platform that is in violation of the law or the terms of use, the KEHA Centre may block the user from the platform for a fixed period of time.
Fair and equal treatment of job applicants
When writing a job advertisement, it is important to take into account that discrimination on the basis of age, ethnicity, nationality, language (Non-discrimination Act 1325/2014) or sex (Act on Equality between Women and Men 609/1986) is prohibited in recruitment. Also requesting an applicant's photograph in a job advertisement is considered discrimination in the recruitment process, if there is no clear reason for this related to the work. Valid reasons for requesting a photograph might include work as a model, actor or similar.
Temporary agency jobs
After March 2026, the contractor’s details must be provided for Temporary Agency Jobs more specifically: Details and place of business, including the business ID. Similarly, recruitment assignments must list the employer’s details. Before the deadline, the name of the company is enough detail.
If you do not wish for the name to be visible to applicants on the open jobs page at Job Market Finland, you can select during publishing that the information is not public. The name of a user or client company must be known to the employment officials.
The job posting must include information on the specific position in which the job seeker will work after recruitment. The job posting may not be used to collect a customer register for potential later recruitment processes.
The location of the workplace should be listed in the job posting as precisely as possible (street address, postal code).
Only one client company may be listed per job posting.
Entrepreneurship
The open jobs service at Job Market Finland publishes postings when
- the position involves working as a self-employed person in an existing company, or
- a company is looking for a successor, or
- a company is looking for a partner for a cooperative or a franchise
The open jobs service at Job Market Finland does not publish postings by invoicing cooperatives.
Due to the nature of the work, entrepreneurial work may take place in several different cities. The posting must include all the cities where the actual work is carried out.
Sales or marketing advertisements for premises or advertisements for members to join service provider networks are not published as entrepreneurship jobs. In addition, the posting may not include any price or rental details. The employment official will consider on a case-by-case basis whether the posting meets the requirements of offering a job.
Job Market Finland does not approve postings that advertise a place or platform where the entrepreneur offers their services.
Jobs with household employers
Under special circumstances (e.g. when looking for a personal assistant), it is possible to publish a job posting anonymously so that the employer’s name and address are not visible in the content of the job posting at Job Market Finland.
Jobs abroad
The approval and publication of open jobs abroad follows the same principles and quality criteria as job postings for work in Finland.
Referral-only positions
Referral-only positions are jobs that are not publicly visible to applicants at Job Market Finland. These are commissions for the employment official to introduce suitable candidates for the position.
In referral-only postings for temporary agency work (commissioned recruitment from an HR company), the name of the user or client company must also be listed.
Any posting of a referral-only position must include the details of the specific position with the employer that is listed in the posting. The purpose of referral-only postings must be employing a job seeker after the recruitment has ended, not collecting a customer register for potential later recruitment processes.
The location of the workplace should be listed in the referral-only posting as precisely as possible (street address, postal code).
Only one client company may be listed per posting.
EURES portal
Job postings published at Job Market Finland are automatically added to the European job search portal EURES. This is based on the EURES Regulation binding on EU countries, which you can read more about on the European Union's website. You can choose to include the EURES flag and to make the posting visible in the Jobs in Finland section of the Work in Finland website.

When creating a job posting, it is essential to pay attention to equality and non-discrimination between job seekers and make sure that the competence requirements for the task are realistic.
In a job posting, the equal treatment of job seekers means that discrimination is prohibited on the basis of, for example, age, ethnic or national origin, nationality, language (Non-discrimination Act 1325/2014) or gender (Equality Act 609/1986). Also requesting an applicant's photograph in a job posting is considered discrimination if there is no distinct, work-related reason for doing so. Valid grounds for requesting a photograph are deemed to exist if the job involves modelling, acting, or other similar tasks.
A job posting may only include specific information related to the job in question. It may not include, for example, recruitment or programme fees for getting the job, marketing materials, or sales advertisements. At Job Market Finland, you can draw up a separate marketing description for your organisation, which is displayed with your job posting.
At Job Market Finland, you are allowed to publish job postings for jobs that involve paying a salary to the job seeker. In addition to this, entrepreneurial and commission-based vacancies may also be advertised at Job Market Finland. Job Market Finland is not, however, the place for advertisements concerning au pair positions in Finland or abroad or voluntary work positions, or for marketing/sales advertisements for office spaces.
The purpose of a job posting is to employ a jobseeker once the recruitment process has been completed. A job posting must not be used to collect a customer register.
The person advertising the job holds primary responsibility for the content of the advertisement and for ensuring that the provided information is correct. Users can submit a report via Job Market Finland if they feel that a job posting is inappropriate or in violation of the law. The administrators of Job Market Finland have the right to remove any job postings that are clearly in breach of the terms of use.
