General social security benefit will be introduced on 1 May

General social security benefit replaces the labour market subsidy and the basic unemployment allowance, which are paid on the basis of unemployment.

General social security benefit is paid to an unemployed job seeker if

  • they are not entitled to earnings-related unemployment allowance, or
  • their period of earnings-related unemployment allowance has ended.

The aim of the reform is to simplify basic income security and clarify the benefit system.

The employment authority or the KEHA Centre provides Kela with a statement on the labour policy conditions for receiving the general social security benefit. The procedure is the same as for the labour market subsidy and the basic unemployment allowance.
