Responsibility for the national coordination and development of the Labour Force Barometer transferred to the KEHA Centre
The Labour Force Barometer developed by the Ministry of Economic Affairs and Employment will be owned by the KEHA Centre as of 1 March 2025. Going forward, the KEHA Centre will be responsible for the development and maintenance of the Labour Force Barometer, the analysis of national forecast data and the coordination of national cooperation related to the barometer.

The ELY Centres will continue to be responsible for preparing the regional assessments included in the barometer and for regional network work related to foresight. The transfer of the service from the Ministry to the KEHA Centre enables the stable and comprehensive development of foresight and system maintenance.
The transfer of the Labour Force Barometer to the KEHA Centre is part of a broader development that strengthens the role of the agency in the national information production concerning labour market services, integration and cross-sectoral services. In addition to foresigth, the KEHA Centre will be responsible for national analyses concerning the Finnish labour market, the assessment and monitoring of the performance of labour force and integration services, as well as the development and maintenance of the Employment service statistics and other statistical databases.
The Labour Force Barometer, which replaced the Occupational Barometer in autumn 2023, is one of the most important foresight services in the administrative sector of the Ministry of Economic Affairs and Employment . The B barometer regularly produces a situational pictureof the labour and competence needs of different sectors and occupations, both in the Development and Administrative Services Centre regions and the entire country. The time span of foresight always extends one year from the present. The assessments included in the Barometer are based on networks of representatives and experts from employment areas, municipalities, educational institutions, employers and advocacy organisations. Theaim of network work and other data collection is to form a broad-based and reliable view of short-term labour and competence needs in different occupations. The ELY Centres use the information from the Labour Force Barometer, for example, in drawing up regional work permit policies and in stakeholder cooperation.
