Log data
Log data is collected both in employment services and on Job Market Finland. The content and purpose of use of the log data vary depending on the context in which the data is collected.
Use of log data in employment services
In employment services, the customer's personal data is only processed by those whose work tasks include processing customer data. The KEHA Centre supervises the processing of data in different ways. The log data collected on the processing of data in the customer information system entity is used for monitoring the processing of data. The subjects of the monitoring of log data are the information system users and their activities. The data stored by the log register are data concerning the information system users, and the information system users are in the position of the data subject.
The customers of the employment services are not the subject of the monitoring of log data, and the data in the log register is not used in matters related to the customers. The customers do not have the right to inspect the log data, as the log data are not personal data concerning the customer and the customer is not in the position of a data subject in the log register.
Access to one’s own personal data applies to data concerning the data subjects themselves. In accordance with the decision of the Court of Justice of the European Union C 579/21, everyone has the right to be informed of the times and purposes of the processing of their personal data. In public employment services, the purpose of the processing of personal data is to perform the tasks referred to in section 112 of the Act on the Organisation of Employment Services (380/2023).
Access to one’s own personal data does not mean that the customers have the right to receive all log data on all situations in which their data has been processed in employment services. Furthermore, access to one’s own personal data does not apply to, for example, log data containing personal data of the persons who have processed the data in a situation where the person requesting the log data only suspects that the processing of the data has not been appropriate. The customer’s right to receive information from the log register on the time of the processing of data other than their own requires that the customer’s data have been processed unlawfully and that the KEHA Centre is aware of the misuse of the data. In such a case, the customer has the right to receive information on the log entry concerning the misuse of their data.
Log data at Job Market Finland
Log files are compiled on the use of Job Market Finland that contain event rows related to data security and the operation of Job Market Finland. Data stored in the log file does not contain information saved by the user; the only stored user data are the user ID and IP address. Data in the log file are only used for investigating any disruptions in Job Market Finland and possible data security threats and violations. Access to the log data is only permitted to persons who participate in the resolving of the above-mentioned issues.
